PPWR Requirements: What Changes for Packaging



EU Regulation 2025/40 (PPWR – Packaging and Packaging Waste Regulation) establishes a new European regulatory framework. It introduces stricter requirements for packaging in terms of materials, chemical substances, and recyclability.


The objective is to improve the environmental sustainability of packaging throughout its entire life cycle. This affects all types of packaging and all stakeholders within the supply chain.


For companies, this represents a significant shift in approach. It is no longer sufficient simply to declare the environmental characteristics of products. These characteristics must now be demonstrated through technical evidence.


It becomes essential to verify the presence of critical substances in materials, such as PFAS and heavy metals. Environmental claims must be supported by laboratory testing, and packaging must be designed to comply with recyclability requirements.


PPWR Deadlines: Entry into Force and Application of the Regulation


The Regulation entered into force on February 11, 2025, and will become applicable starting from August 12, 2026.


This transition period can be used by companies to adapt their packaging solutions. Businesses can carry out laboratory testing to analyze the materials used and develop robust technical documentation capable of demonstrating compliance with the new requirements.


Laboratory Testing on Packaging: PFAS, Heavy Metals, and Total Fluorine



One of the most significant aspects introduced by the PPWR concerns the need to provide technical evidence regarding packaging composition.


In this context, laboratory analyses on PFAS (per- and polyfluoroalkyl substances), heavy metals, and total fluorine play a central role. These tests make it possible to objectively assess material safety and represent a key element in supporting declarations of conformity.


Packaging Recyclability and Recycled Content: Mandatory by January 2030


The Regulation introduces a key requirement: by January 2030, all packaging must be recyclable.


This implies a significant evolution in packaging design. Packaging must be designed from the outset with its end-of-life phase in mind. It therefore becomes necessary to adopt design for recycling criteria, ensure compatibility with existing recycling streams, and eliminate components that are non-separable or difficult to recover.


Recyclability and recycled content therefore become measurable and verifiable technical parameters.
